OUR HISTORY
How Valley Hi Began
A group of founders representing a broad cross-section of the Elk Grove community came together in the late 1950s with a pioneering idea: an elite country club where every member had an equal voice.
1961
The first ball is hit
After an extensive search for the right site, the founders engaged William “Billy” Francis Bell — former president of the American Society of Golf Course Architects and designer of Torrey Pines, Northridge Country Club, and dozens more — to design Valley Hi’s 18-hole championship course. Club president Wendell Pond played the first official round on June 4, 1961.
1960s to 1990s
A community institution
Under its first golf professional, Ed Loustalot, and first manager, Richard Smith, Valley Hi quickly became the social and athletic hub of the Elk Grove community — an uncrowded course, year-round social programming, and a genuine sense of belonging for every member.
Today
Growing into the future
Valley Hi has evolved considerably — including a modernized clubhouse and redesigned holes 16 and 17 — but the founding spirit remains unchanged. A major clubhouse renovation is underway, with completion planned for late 2026, along with new practice facility upgrades that will position Valley Hi among Northern California’s premier private clubs.

Dress Code
Our Values
Valley Hi maintains a country club standard of dress throughout the property. When in doubt, think PGA or LPGA style — consistent with what you’d find in our Pro Shop.
All Members & Guests
- Denim is allowed in the clubhouse, driving range, and putting green only — not on the golf course. Country Club Denim means no holes, rips, cuts, or frayed material.
- No swimwear, athletic wear, or bare feet outside of designated areas.
- Children under 10 should wear appropriate dress. At 10+, full dress code applies.
Family first
- Collared shirts (soft, hard, or mock collar) must be tucked in on the course and in the clubhouse. Tommy Bahama-style shirts worn out are acceptable.
- Hats must be worn bill-forward. Not permitted in the President's Room, Garden Room, or Fountain Room.
- No cargo shorts, cut-offs, athletic shorts, bike shorts, t-shirts, or warm-up suits.
Excellence & integrity
- LPGA-style attire consistent with Pro Shop standards. Shorts, dresses, skorts, skirts, and capris are welcome.
- Not acceptable: tube tops, tank tops, midriff-baring attire, t-shirts, short shorts, cut-offs, or cargo shorts/pants.
